The technical problems that existing concrete is long infinal setting time and low in structural strength under a low-temperature or ultralow-temperature condition are solved. The product is formed by mixing a solid-phase material and a liquid-phase material, wherein the solid-phase material is formed by mixing cement, sand, stone, a phase change energy storage mineral material and aluminum sulfate; and the liquid phase material is prepared from diethanol amine, a water reducing agent, an air entraining agent and water. Through the composition and proportion of concrete admixture, rapid solidification of concrete under a low-temperature conditionis directly realized, and the problem of concrete construction under a low-temperature condition is solved. Meanwhile, the concrete is suitable for pumping and spraying construction modes, rapid solidification of the concrete can be achieved under the condition that the temperature is smaller than or equal to -5 DEG C, the final solidification time is smaller than or equal to 15 minutes, the solidification time is smaller than or equal to 4 hours, and the coagulation strength is larger than or equal to C20.
