A rectangular frame is fixed at one end of the L-shaped plate; a rectangular plate is arranged in the rectangular frame; a rubber pad is adhered to one surface, deviating from the L-shaped plate, of the rectangular plate through glue; and a through hole is formed in one surface,far away from the L-shaped plate, of the rectangular frame. Compared with the prior art, the municipal road asphalt paving and maintaining device has the following beneficial effects that the municipal road asphalt paving and maintaining device has the positioning and guiding functions, and the operation difficulty of the road cutting machine is reduced.
