The invention discloses an ice breaking and snow removing vehicle driven by a steam engine. Vehicle body, boiler cavity is formed in vehicle body, a boiler cavity is fixedly connected to the bottom end wall of the boiler cavity; a steam power mechanism is arranged on the right of the boiler cavity; a stopper transmission mechanism is arranged on the right side of the steam power mechanism; a transmission cavity is formed in the right side of the stopper transmission mechanism; a tightening cavity is formed in the lower side of the transmission cavity; an ice breaking mechanism is arranged on the lower side of the tightening cavity; hot steam is formed by heating water to drive the piston to reciprocate so as to form power; the used steam is discharged to the bottom of the vehicle, so thatthe accumulated snow melts when heated. Therefore, the accumulated snow is prevented from occupying roads after being swept to two sides; meanwhile, when the vehicle body advances, the sliding box keeps moving to continuously sweep industrial salt, molten snow water is prevented from being secondarily frozen, and when the vehicle encounters an iced road section, an electromagnet is started to enable the icebreaking pile to move up and down to complete icebreaking, so that the icebreaking pile is more easily heated and molten by water vapor, and the icebreaking and snow removing requirements under different conditions are met.
