The construction process comprises the following steps that a pile-stabilizing platform is built and fixed to a construction machine position; a pile holder of the pile-stabilizing platform is opened; a mechanical device is adopted to drill an outer steel reel to the bedrock; a vertical compound type powerful drilling machine is mounted; an inner steel reel is hoisted into the outer steel reel by adopting a special lifting tool; and the vertical compound type powerful drilling machine is started, hole forming drilling is carried out, as the drilling depth is expanded, the inner steel reel follows a drilling tool system to enter a hole, the drilling tool system performs downward drilling till the designed elevation is reached, after the hole forming is completed, the inner steel reel is taken out from the pile hole and withdrawn from the drilling tool system, the vertical compound type powerful drillingmachine is withdrawn from a construction site, and the hole forming is finished.
