The outer wall insulation structure with the elastic putty layer comprises a wall body, wherein a rectangular hollow surrounding frame is formed in the periphery of a plastic cover plate, the plastic cover plate, heat insulation cotton and an elastic coating jointly form a complete outer wall insulation structure, and the outer wall insulation structure is integrally attached and positioned on the wall body; and two transmission gears are rotationally arranged in the middle position of the plastic cover plate in an up-and-down symmetrical rotation mode.
