The invention relates to cement, a cement pre-stirring device and a cement pre-stirring process, and belongs to the technical field of cement manufacturing. The cement formula comprises the following components including, by weight, 50-80 parts of cement clinker, 10-20 parts of phosphogypsum and 1-2 parts of an early strength agent. The cement pre-stirring device can play a better role in mixing all the components in the cement, the pre-mixing effect is improved, and therefore the production efficiency and quality of the whole cement are effectively improved.
