The invention discloses a stirring method for improving the stirring efficiency of cement concrete. The stirring method comprises the following steps: 1) determining components and proportions thereof, wherein the components comprise water, cement, sand and stones; the weight ratio of the components is (0.35-0.42): (0.8-1.2): (1-3): (2-3.2); (2) preparing cement slurry by adopting a vortex pulping machine, namely firstly putting water into the vortex pulping machine according to the required proportioning weight, starting the vortex pulping machine, then putting cement into a pulping machine barrel according to the proportioning weight, and generating violent liquid vortex by the pulping machine under the driving of mechanical power to prepare the cement slurry; and (3) preparing a concrete mixture by adopting a forced double-horizontal-shaft concrete stirrer: putting sand and stones into the forced double-horizontal-shaft concrete stirrer according to the weight ratio for stirring, and synchronously putting the cement slurry prepared by the vortex slurry preparation machine in the step (2) into the forced double-horizontal-shaft concrete stirrer for mixing and stirring. The stirring device has the advantages of high stirring efficiency and high finished product strength.
