The invention belongs to the technical field of photovoltaic building integration and relates to a light transmitting cement layer, a photovoltaic building material and a preparation method thereof. Raw materials of the light transmitting cement layer comprise cement mortar and light transmitting resin, and the surface area of the light transmitting resin accounts for 10%-15% of the surface area of the light transmitting cement layer, wherein the cement mortar comprises, by mass, 25-50 parts of cement, 40-65 parts of natural sand, 10-20 parts of glass powder, 5-7 parts of glass fiber, 3-6 parts of metakaolin, 2-3 parts of titanium dioxide, 1-1.5 parts of aluminum oxide, 1-1.5 parts of calcium carbonate, 0.8-1.5 parts of zinc oxide, 1-2 parts of defoaming agent, 2-5 parts of leveling agent,30-55 parts of water and 4-10 parts of inorganic mineral pigment. The light transmitting cement layer prepared through the method has the high compactness and corrosion resistance. Thus, the light transmitting cement layer can isolate a material protected by the light transmitting cement layer from an external corrosive material. The hardness of the light transmitting cement layer exceeds 4H andreaches up to the hardness required by conventional building materials.
