The essential of the technical scheme is as follows: the production process for the civil air-defence door with the steel door leaf comprises the following steps: a. blanking; b. straightening; c. frame assembly; d. panel assembly; e. reinforcement cage welding; f. welding for reinforcement cages; g. pouring platform building; h. perchloro-ethylene resin plastic solution spraying; i. concrete pouring; j. concrete curing; and k. panel welding, wherein the frameis welded, and a layer of perchloro-ethylene resin plastic solution is uniformly sprayed onto the frame at first; then the concrete pouring and curing are carried out; water vapor is isolated througha film formed after the perchloro-ethylene resin plastic solution is dried, so that rust is not easily caused to the frame in the curing process; and after the curing is completed, the panel weldingis carried out, so that the panel is also not easily rusted.
