The invention discloses a prefabricated bridge panel combined formwork and a construction method thereof. The prefabricated bridge panel combined formwork comprises a concrete base for bearing prefabricated slab steel bars, a comb plate and a bulkhead. The comb plate is arranged on the concrete base so as to form a pouring region and a non-pouring region on the concrete base. Evenly-distributed combs are arranged on the comb plate. The prefabricated slab steel bars are located in the corresponding combs so that the combs can limit the prefabricated slab steel bars in the horizontal direction.The bulkhead is connected to the comb plate so that the bulkhead can block a gap with no prefabricated slab steel bar in each comb and can limit the prefabricated slab steel bars in the vertical direction. The technical problem that the positioning precision of prefabricated slab steel bars in the prior art is not good enough can be solved.
