The invention relates to a double-layer parking device for shared bicycles and a control method thereof. The double-layer parking device comprises a lower fixed parking plate, an upper moving parkingplate, a driving device, a transmission structure and a clamping mechanism, wherein the driving device enables the upper moving parking plate to move in the vertical direction through the transmissionstructure, and after the upward movement of the upper moving parking plate stops, the space between the lower fixed parking plate and the upper moving parking plate can also park the shared bicycles;the clamping mechanism is positioned on the upper moving parking plate and moves up and down synchronously with the upper moving parking plate; and the transmission structure comprises a driving wheel and a plurality of driven wheels, the driving wheel is connected with the driving device and is meshed with one driven wheel, the driving wheel and the driven wheels move up and down synchronously with the upper moving parking plate, and the driven wheels are directly connected with the clamping structure on the upper moving parking plate, so that when the upper moving parking plate moves upwards, the clamping mechanism clamps the shared bicycles, or when the upper moving parking plate moves downwards, the shared bicycles are released.
