The invention relates to a slump retaining type water reducing agent containing a polyether phosphate monomer and a preparation method thereof. The polyether phosphate monomer is prepared by the following steps: adding 200 parts of a polyether macro-monomer into a reaction device, heating to 60-70 DEG C, slowly adding 10-20 parts of phosphorus pentoxide in batches after the polyether macro-monomeris molten, heating to 80-85 DEG C, adding a catalyst, keeping the temperature for 3-5 hours, adding 1-5 parts of deionized water, and keeping the temperature for 2-4 hours at 85-95 DEG C. The slump retaining type water reducing agent containing a polyether phosphate monomer is prepared from the polyether phosphate monomer, unsaturated carboxylic acid and unsaturated hydroxyl ester, the polyetherphosphate monomer, unsaturated carboxylic acid and unsaturated hydroxyl ester carry out polymerization, then the polymerization reaction is neutralized by liquid caustic soda to obtain the water reducing agent; and the water reducing agent has the advantages of low mixing amount, small slump time loss and good workability when the water reducing agent is used under the situation that the mud content of gravel is large.
