The invention discloses a construction device and a construction method for a river-crossing special-shaped steel bridge. The construction device comprises a plurality of sections of temporary cofferdam areas arranged at the bottom of the steel bridge, wherein supporting frame bodies are installed in the temporary cofferdam areas according to the design positions, and each supporting frame body comprises a steel stand column, a steel cross beam supported on the steel stand column and a steel inclined support connected between the bottom of the steel stand column and the end of the steel crossbeam; the supporting frame body and the pier are connected into a whole; gantry crane rails are arranged on the two sides of the supporting frame body, and hoisting equipment and a gantry crane are movably arranged on the supporting frame bodies of different sections according to the installation progress. By means of the supporting frame body, wading operation is reduced, cofferdam and river bottom foundation treatment is reduced, the influence of the river water flood season is avoided, and the construction period is shortened. The gantry crane is used for installing steel beams, arch rings,hanging rods and other components, the walking characteristic of the gantry crane is utilized, the horizontal transportation and perpendicularity problems of steel beam sections and other componentsare solved, the configuration of other professional transportation vehicles is avoided, and the transportation efficiency is improved.
