The method comprises the steps that before construction, the side slope is trimmed first, and the hole positioning is facilitated; a steel flower tube is then machined, and a plurality of grouting holes arranged at intervals are arranged on the steel flower tube; after the steel flower tube is machined, the steel flower tube is aligned to a hole, and the steel flower tube is directly hammering to the soil layer by using an air hammer until the steel flower tube reaches a set depth; and high-pressure grouting is carried out twice in succession, during grouting, cement slurry is injected into the soil layer from each grouting hole in the case of high-pressure injection, and the soil layer and the steel flower tube are connected into a whole. Before the initial setting of the first high-pressure injected cement slurry, secondary high-pressure grouting is carried out, and the soil layer and the steel flower tube are further reinforced, so that the soil layer and the steel flower tube are connected more stably, and the supporting effect is better.
