The invention relates to a spreading and leveling device and a material spreading robot. The device comprises a mounting seat and a leveling and compaction mechanism. The leveling and compaction mechanism is used for compacting and leveling materials to be spread on a ground to be paved, comprises a guide assembly arranged on the mounting seat, a leveling press block movably arranged on the guideassembly, and first vibration equipment arranged on the leveling press block, and the first vibration equipment is used for driving the leveling press block to reciprocate on the guide assembly to beat, compact and level the materials to be spread. In the operation process, along with walking of a movable chassis, the first vibration equipment works to produce high-frequency vibration, the leveling press block is driven to reciprocate on the guide assembly so as to beat, compact and level dry mortar unloaded to the foundation, therefore, efficient spreading operation with high leveling degreefor dry mortar can be automatically completed, and subsequent floor tile spreading quality is improved.
