The high-damping modified cementmortar is prepared from cement, sand, water, waterborne polyurethane emulsion, a water reducing agent and a defoaming agent, wherein the mass ratio of the cement to the sand to the water to the waterborne polyurethane emulsion to the water reducing agent to the defoaming agent is (1000-1200) to (2000-2400) to (500-600) to (80-120) to (4-7) to (0.2-0.5). In addition, the modified cement mortar canfurther comprise inorganic filler. And the inorganic filler is mica and/or whiskers. The modified cement mortar provided by the invention can be used as a damping material of a track, can effectivelysolve the problems of track structure vibration and noise of a ballastless track under the condition of high-speed running of a train, improves the wheel-track relationship during running of the train, and prolongs the service life of the track.
