The high-damping modified cement mortar comprises components in parts by weight: 50-60 parts of cement, 100-120 parts of sand, 25-30 parts of water, 4-6 parts of styrene-acrylic emulsion, 0.2-0.5 part of water reducing agent, 0.1-0.3 part of defoaming agent, 1-3 parts of inner damping additive and 3-7 parts of outer damping additive. The inner damping additive is a stearic acid/butadiene rubber compound, and the outer damping additive is an erucyl amide/steel fiber/butadiene rubber compound. The high-damping modified cement mortar provided by the invention has the effect of improving the poor damping effect of the cement mortar.
