The device is advantaged in that the device can form double deceleration on a vehicle, the speed of the vehicle is effectively reducedstep by step, and the vehicle is prevented from being directly penetrated or torn due to the fact that elasticity of the vehicle is too large when the vehicle just makes contact with the device.
