The wearing layer comprises the following components: a mineral mixture and rubber asphalt, wherein the mineral mixture comprises coarse aggregate, fine aggregate and mineral powder; wherein the coarse aggregate is basalt macadam, and the particle size of the coarse aggregate comprises basalt macadam within two ranges of 4-7 mm and 7-11 mm; the fine aggregate is limestone macadam, and the particle size range is 0-4 mm; wherein the mineral powder is limestone mineral powder; waste tire rubber powder and a small amount of other assistants are used as auxiliary materials, crushing and pressing are carried out, the process of preparing novel rubber and plastic under the condition of 260 DEG C is mainly based on the physical effect, good melt blending characteristics are shown by adding the rubber powder, the high-temperature stability of a wearing layer is improved, and the pit aging capacity is enhanced; meanwhile, a large amount of waste tire rubber powder can be consumed when the rubber asphalt pavement is used for construction, waste tire resource utilization is achieved, and black pollution is reduced.
