The invention discloses an anti-rolling safety cover plate of a water pipe for municipal watering. The anti-rolling safety cover plate comprises a protective plate; a V-shaped groove with a downward opening is formed in the bottom of the protective plate; a mounting seat is fixedly mounted on the inner wall of one side of the V-shaped groove; the mounting seat is rotationally connected with one side of a supporting plate through a pin shaft; a torsional spring is fixedly mounted at the joint of the mounting seat and the supporting plate; the seat plate is a semi-arc plate with an upward opening; a water pipe is placed on the supporting plate; the water pipe is positioned below the protective plate; and therefore, passing vehicles roll over the protective plate, and the water pipe is effectively protected; the water pipe is placed in the semi-arc groove of the supporting plate; after the supporting plate is loosened, under the action of the torsional spring, the supporting plate rotatesupwards, meanwhile, a hook is hung on a fixing ring, so that the water pipe is prevented from contacting with a road surface; and when a worker pulls the water pipe, the friction force between the water pipe and the supporting plate is reduced through balls installed on the inner wall of the supporting plate, and therefore, the labor force of the worker in pulling the water pipe is saved.
