The device comprises a water guide belt and two oppositely-arranged telescopic mechanisms; each telescopic mechanism comprises steel and a locking unit; the steel comprises a supporting part and a comb tooth part; the comb tooth part comprises a plurality of comb teeth; a hole channel is formed in thesupporting part; the edge of the water guide belt is embedded in the hole channel; a strip-shaped hole is formed in the water guide belt in the hole channel; a T-shaped cavity is formed in the supporting part; the T-shaped cavity is located above the hole channel; the T-shaped cavity comprises a horizontal part and a vertical part; the vertical part is communicated with the hole channel; the locking unit comprises a sliding block, a locking block and a locking rod; the sliding block is arranged in the horizontal part in a sliding mode; the locking block is fixedly connected with the locking rod; the locking block and the locking rod are arranged in the vertical part in a sliding mode; comb teeth can push the sliding block to enable the locking rod to penetrate through the strip-shaped holeto be inserted into the hole channel; and the locking unit resets after the water guide belt is straightened. With the technical schemes adopted, the water guide belt cannot fall off.
