The device comprises the well frame, a well cover cavity with an upward opening is arranged in the well frame, a well frame through cavity with a downward opening is communicated with the lower side of the well cover cavity, a well cover with a lower end face abutting against the lower end wall of the well cover cavity is arranged in the well cover cavity, a baffle cavity is arranged in the well cover, four upper side through cavities which are annularly arranged and open upward communicate withthe upper side of the baffle cavity, lower side through cavities with downward openings and corresponding to the upper side through cavities communicate with the lower side of the baffle cavity, accumulated water drives an impeller to rotate, so that a baffle wheel is opened, water drainage is started automatically within the first time after accumulated water occurs on the road surface, pavementsinking caused by untimely water drainage is avoided, meanwhile, a grid plate can guarantee normal passing of vehicles during water drainage, the well cover is fixed by the well frame through a locking block, the well cover can be opened only by using a corresponding key, when the well cover is forcibly opened, a bell is shaken to give an alarm, and theft is prevented in the first time.
