The high-strength and water-resistant phosphogypsum-basedcomposite cementing material is prepared from the following raw materials in parts by weight: 88-99 parts of phosphogypsum, 1-12 parts of ash calcium powder, 4-15 parts of cement, 0.1-1 part of a water reducing agent and 0.1-1 part of a retarder. According to the invention, the production energy consumption of the phosphogypsum-based cementing material is reduced, the strength and the water resistance of the phosphogypsum-based cementing material are improved, the cost is low, resources are saved, and the comprehensive utilization rate of phosphogypsum is increased.
