The elastic isolation layer is arranged on the rear side of the protection wall body, the reinforced concrete support is buried in a frozen soil layer, a polystyrene insulation board is laid on the elastic isolation layer in a terrace mode, cement mortar is arranged on the polystyrene insulation board, the reinforced concrete cover plate is lapped on the cement mortar, one end of the reinforced concrete cover plate is lapped on the reinforced concrete support, and the other end of the reinforced concrete cover plate is arranged on a protection wall stone support of the protection wall body.
