The invention discloses a preparation method and a laying method of composite stone for municipal pavement laying. The preparation method comprises the following steps: S1, natural stone with the thickness of 12-15 mm is selected as a base layer; S2, one side of the base layer is fully scraped with a stone binder with the thickness of 1-3 mm to obtain a bonding layer; S3, fiber cloth or gridding cloth is fully laid on the bonding layer to serve as a reinforcing layer; and S4, a fine aggregate concrete layer with the thickness of 12-80 mm and the size larger than C25 is cast in place on the reinforcing layer, and the composite stone is obtained through natural air drying or drying. A high-strength concrete material is added to the back face of a stone thin plate, so the compression resistance is enhanced, it is guaranteed that the product can be used for 5-10 years, the cost can be reduced by 30% or above, the strength of the composite stone can be improved by 1.5 times or above, and the laying rate can be improved by 50% or above.
