The invention discloses a method for preparing a cementing material from waste incineration fly ash. The method comprises the following steps: step 1, preparing plant straw fermentation liquor; 2, degrading dioxin and heavy metal in the fly ash; 3, carrying out modification treatment on the plant fibers; and 4, preparing the cementing material. According to the invention, a plant straw treatment process is combined with a waste incineration fly ash treatment process; plant straw fermentation conditions and process parameters are strictly controlled; the obtained plant fermentation liquid can replace a heavy metal chelating agent and a microorganism culture medium; by adding the fly ash with the gel property, curing materials such as cement, asphalt and plastic are not required to be added,waste water, waste residues and dust pollution are not generated, the production process is environment-friendly and high in safety, and the prepared cementing material does not cause secondary pollution and has the characteristics of high strength and durability.
