The invention discloses an excavating boom-slewing closed hydraulic system and a control method. In this system, a system controller is electrically connected with a motor, a motor brake solenoid valve, a signal processing device, a first valve group, a second valve group and a rotary motor brake solenoid valve; a sensor group is electrically connected with the signal processing device; the motoris connected with a bidirectional quantitative pump/motor through a coupling; the first valve group comprises four electro-hydraulic proportional directional valves; the second valve group comprises four electro-hydraulic proportional directional valves; a boom cylinder assembly comprises a relief valve, two one-way valves Valve, an electro-hydraulic proportional relief valve and a boom hydrauliccylinder; and a swing motor assembly comprises two relief valves, two one-way valves, a swing motor and a swing motor brake hydraulic cylinder. The excavating boom-slewing closed hydraulic system andthe control method can reduce the energy consumption of an excavator system, reduce emissions and realize high-performance flow control.
