The invention provides a universal staircase construction safety guardrail capable of quick installation. The guardrail comprises a concrete staircase and a rest platform, wherein staircase fixation clamps are disposed on outer surfaces of front and rear ends of the concrete staircase; a staircase telescopic rod is fixedly connected to the outer surface of the upper end of each of the two staircase fixation clamps; a staircase guardrail is inserted on the outer surface of the upper end of each staircase fixation clamp; platform fixation clamps are disposed on outer surfaces of front and rear ends of the rest platform; a platform telescopic rod is fixedly connected to the outer surface of the upper end of each of the platform fixation clamps; a platform plate guardrail is inserted on the outer surface of the upper end of each platform fixation clamp; and the quantity of the staircase fixation clamps and the quantity of the platform fixation clamps are more than one. The device can be installed only through adjustment of the length of each fixation clamp and by being clamped between staircase half space and the surface of the rest platform; clamping is realized through fastening of own bolts; after installation and clamping of the fixation clamps, the length of the guardrail is adjusted; rapid installation can be realized after insertion of the fixation clamps; no field cutting is needed; and universalization is realized.
