The invention discloses a civil air defense door with an anti-seismic and escape function and a door frame. The civil air defense door comprises a door frame part, movable frame parts, a body part anda rear cover part. A hand wheel is installed on the rear end face of the rear cover part. A rotating disc is rotated to drive fixing rods to rotate when the hand wheel is clockwise rotated, and therefore connecting rods are driven to move, slide rods are driven to slide outwards, and locking rods are ejected outwards into locking holes through the slide rods, so that the civil air defense door islocked; after reinforcing rods are placed in triangular grooves in the rear end face of a door frame body to fit force unloading grooves, the civil air defense door is reinforced; when an earthquakeoccurs, inward force unloading is realized through the triangular grooves and the force unloading grooves of side frames, the civil air defense door is bent inwards, the integrity of the civil air defense door is ensured, the civil air defense door can be more easily hit open, then a winding rope is unwound from a winding rod, the reinforcing rods are fastened, and people can escape after pushingthe reinforcing rods to hit the civil air defense door open.
