The locking and sealing device comprises a radio frequency antenna plate, a radio frequency IC chip, barb conduction pieces, a lock body and a lock seal; a radio frequency antenna is arranged on the radio frequency antenna plate; one end of the barb conduction piece is provided with a barb; a conduction connecting end is arranged at the other end; conductive contacts are arranged on the surfaces of the barbs; the lock body is provided with the radio frequency antenna plate and the barb conduction pieces; a lock body first circuit is arranged in the lock body; the radio frequency antenna is electrically connected to a first circuit of the lock body, the conduction connecting end of at least one barb conduction piece is electrically connected with the first circuit of the lock body, the lock seal is connected with the lock body through a connecting wire, the lock seal internally comprises a first circuit of the lock seal, and the radio frequency IC chip is electrically connected to the first circuit of the lock seal. According to the technical scheme of the invention, the radio frequency antenna is communicated with the circuit inthe lock seal through the barb conduction piece, so that the radio frequency IC chip in the first circuit can be read by the read-write equipment matched with the radio frequency antenna circuit, andwhether the locking and sealing device is in a lock seal state or not can be detected.
