The embodiment of the invention provides a carbonaceous soft rock-geosynthetic material composite roadbed structure. The carbonaceous soft rock-geosynthetic material composite roadbed structure comprises a bottom isolation layer, geosynthetic material reinforcing and edge covering seepage-proofing areas, a carbonaceous soft rock core filling area and a roadbed; the bottom isolation layer is located above the foundation and is used for preventing water from migrating to the carbonaceous soft rock core filling area due to rising of the underground water level or the capillary water effect; the carbonaceous soft rock core filling area is positioned above the bottom isolation layer; the roadbed is positioned above the carbonaceous soft rock core filling area; the geosynthetic material reinforcing and edge covering seepage-proofing areas are located on side slopes on the two sides of the roadbed, the two sides of the carbonaceous soft rock core filling areas are reversely covered with a geosynthetic material, and the geosynthetic material reinforcing and edge covering seepage-proofing areas are used for preventing rainfall and side slope runoff from seeping into the carbonaceous soft rock core filling area through the side slopes on the two sides. The carbonaceous soft rock-geosynthetic material composite roadbed can form a closed waterproof or water-blocking system, external wateris prevented from infiltrating the carbonaceous soft rock core filling area, the humidity state of the carbonaceous soft rock core filling area is stable, and long-term performance stability of the carbonaceous soft rock roadbed is guaranteed.
