The construction method comprises the construction steps of 1) reaming a screw plugging hole; 2) cleaning the screw plugging hole; 3) fixing the controller; 4) mixing waterproof mortar; 5) filling mortar; 6) injecting a foaming agent; 7) extruding the foaming agent; 8) performing plugging mortar inspection; and 9) brushing the screw plugging hole. Through the arrangement of the mortar filling thickness controller, the flitch plate and the plugging screw are arranged, so that the size requirement of the mortar filling thickness can be met; in addition, through the rubber ring, the whole device is convenient to mount and dismount, and time and labor are saved; and multiple sets of controllers can be used in a combined mode, the requirement for the mortarfilling thickness size can be met, meanwhile, filling and compacting of a foaming agent are facilitated, and the construction efficiency and the construction quality are improved.
