The invention provides a centrifugal type electronic lock cylinder and a centrifugal type electronic lock. The centrifugal type electronic lock cylinder comprises a lock shell and a lock container arranged inside the lock shell, and further comprises a locking assembly, a limiting assembly and a clutch assembly, which are separately arranged inside the lock container, wherein a locking slot is formed in the inner side wall of the lock shell, and the locking assembly is provided with a locking position and an unlocking position; while the locking assembly is positioned on the locking position,at least one part of the locking assembly can extend out from the lock container, and enters the locking slot for limiting rotation of the lock cylinder; while the locking assembly is positioned on the unlocking position, at least one part of the locking assembly is withdrawn from the locking slot; the limiting assembly can move in the axial direction of the lock shell for limiting the locking assembly, so that the locking assembly is kept on the locking position or the unlocking position; and at least one part of the clutch assembly is movably arranged inside the lock container. The centrifugal type electronic lock cylinder solves the problem that use performance of the electronic lock cylinder in the prior art is poor.
