The device comprises a base layer, wherein a foundation pit is arranged in the base layer, a base is fixedly arranged on the ground of the foundation pit, an arc-shaped buffer plate is fixedly arranged on the side surface of the base, and the side surface of the arc-shaped buffer plate is connected to the sidesurface of the foundation pit in an abutting mode; a filling layer is arranged in the base, and is internally fixedly provided with a seismic isolation seat, and a boss is arranged on the surface of one end of the seismic isolation seat and is fixedly embedded in the filling layer; and spheral grooves are formed in two sides of the surface of the other end of the seismic isolation seat, spheral heads are arranged on the side surfaces of the spheral grooves, shock absorption columns are fixedly connected with the surfaces of the other sides of the spheral heads, and the other ends of the shockabsorption columns are fixedly connected with a foundation plate. In this way, the security and stability in use can be greatly improved, and the seismic isolation protection effect is guaranteed.
