According to the technical scheme, the double-layer operation platform comprises two guide rail frames and two double-layer platforms, wherein the guide rail frames are connected with the building structure through a platform wall-attached device; the two double-layer platforms are arranged on the two guide rail frames respectively and oppositely arranged on the two sides of a tower crane wall-attached part; and turnover plates are hinged to the ends of all table plates of the double-layer platforms, and telescopic supporting devices are arranged on the lower portions of the ends of all the table plates.
