The invention discloses a highway retaining wall structure and a construction method thereof. The highway retaining wall structure includes a connecting plate arranged in parallel with a roadbed foundation, support columns arranged on the lower end surface of the connecting plate, a first connecting cutting sleeve arranged on the outside of the connecting plate, a second connecting cutting sleevearranged opposite to the first connecting cutting sleeve, connecting rods arranged between the first connecting cutting sleeve, a supporting plate arranged at the connection between the first connecting cutting sleeve and the supporting columns, and a railing arranged on the upper end surface of the first connecting cutting sleeve; and the end of the support column far away from the connection with the railing penetrates the roadbed foundation respectively. The highway retaining wall structure and the construction method thereof disclosed by the invention are convenient to connect the connecting plate and the roadbed foundation through the support columns, and are convenient to connect the first connecting cutting sleeve and the second connecting cutting sleeve through the connecting rods,thereby being convenient to limit the filling earth through the connecting plate and the railing; and therefore, the construction efficiency of the roadbed foundation is effectively improved.
