Anchor sealing can be immediately carried out after tension construction of prestress of steel strands is completed, the prestressed construction period is shortened, the prestressed press grouting construction efficiency is improved, and the construction period cost is greatly reduced; secondary press grouting can be realized through slurry discharging of the slurry discharging opening of the anchor sealing shell, so that the prestressed press grouting has enough plumpness, sothat the anchor sealing effect is more reliable, the anchor sealing quality is greatly improved, and the prestressed press grouting efficiency and quality are greatly improved; and the anchor sealingshell can be reused after anchor sealing is completed, disassembled and cleaned, and the construction cost is reduced.
