The invention provides a ballastless track panel fine adjustment device and a ballastless track panel fine adjustment system. The ballastless track panel fine adjustment device comprises a walking assembly (10), a lifting device (20) and a fine adjustment device (30), the walking assembly (10) is used for walking on a steel rail of a track panel. The lifting device (20) is arranged on the walkingassembly (10) in a horizontal rotating mode, the lifting device (20) is connected with the fine adjustment device (30) and used for driving the fine adjustment device (30) to move up and down, and thefine adjustment device (30) is used for adjusting a vertical screw on a ballastless track panel. A whole machine can walk on a steel rail of a track strcture through the walking assembly, a lifting device can drive the fine adjustment device to rotate horizontally and can also move up and down, and therefore the position of the fine adjustment device can be adjusted more conveniently in the transverse direction and the vertical direction to adapt to the position where a bolt is located.
