The invention is applicable to the field of buildings, and provides a concrete pouring device and a concrete pouring vehicle for road construction. The concrete pouring device comprises a material conveying chamber, a pouring opening which is communicated with the material conveying chamber; an intermittent pouring mechanism which is used for intermittently conveying materials in the material conveying chamber to the pouring opening so as to carry out intermittent pouring operation; a flattening member which is movably arranged on one side of the pouring opening; an intermittent flattening mechanism which is connected with the flattening member and the intermittent pouring mechanism. By arranging the intermittent pouring mechanism, concrete in the material conveying chamber can be intermittently conveyed to the pouring opening, so that the purpose of intermittently pouring the concrete is achieved; meanwhile, the flattening member can be intermittently driven by the intermittent flattening mechanism to do reciprocating motion along the L-shaped track, so that the flattening piece can flatten poured concrete in time, and the concrete pouring efficiency is improved.
