The invention discloses an offshore oil stain treatment device and method. The offshore oil stain treatment device comprises a wave dissipating structure and an oil absorbing mechanism which are connected with a stern, wherein the wave dissipating structure is positioned in front of the oil absorbing mechanism; the oil absorbing mechanism comprises a V-shaped frame which is opened forwards; the V-shaped frame comprises a first connecting rod and a second connecting rod of which the rear ends are rotatably connected; an oil absorbing felt strip is sequentially and alternately connected with thefirst connecting rod and the second connecting rod from the front parts to the rear parts of the first connecting rod and the second connecting rod to form the oil absorbing structure; box bodies arearranged on the first connecting rod and the second connecting rod; a retractor is arranged in each box body; and the two ends of the oil absorbing felt strip are separately connected with the two retractors. The offshore oil stain treatment device has the characteristics of being capable of dissipating waves and smoothing the sea surface, high in oil stain treatment efficiency and good in treatment effect.
