The invention provides a construction device and method for underwater grouting. The construction device comprises a bearing plate, wherein a stirring tank is fixedly connected to the top end of the bearing plate; a feeding port is fixedly connected to one side of the top end of the stirring tank; a stirring mechanism is connected to the interior of the stirring tank; a water tank is connected toone side of the feeding port; a heating pipe is fixedly connected between the two sides of the inner wall of the water tank; scale lines are arranged on the outer surface of the water tank at equal intervals; a water pump is installed on the other side of the water tank through a water conveying pipe; an opening and closing mechanism is connected to the top of the feeding port; and a material conveying pump is installed on one side of the outer wall of the stirring tank through a connecting pipe. According to the construction device for underwater grouting, under the action of the stirring mechanism, when stirring is needed, an external power source of a motor of the construction device can be started, meanwhile, an external power source of the water pump of the construction device is alsostarted, the water pump of the construction device conveys water liquid in the water tank of the construction device into the stirring tank, and then stirring paddles of the construction device stirand fuse raw materials and the water liquid of the construction device.
