The invention provides a double-plugging construction method in underwater grouting, which comprises the following steps: construction of an upper-layer plugging space: forming the upper-layer plugging space between a steel pipe sleeve and a steel pipe pile by using a fixing plate, and locally communicating the upper-layer plugging space with a grouting space above the upper-layer plugging space, the cross section area of the communication part is smaller than that of the plugging part of the upper-layer plugging space; an upper-layer plugging device is assembled, specifically, the upper-layer plugging device is assembled in the upper-layer plugging space, the upper-layer plugging device is connected with an inflation hole, and the upper-layer plugging device actively achieves plugging in the working state; a bottom sealing supporting plate is arranged in the circumferential direction between the steel pipe sleeve and the steel pipe pile, and the lower-layer plugging space is formed between the bottom sealing supporting plate and the bottom of the upper-layer plugging space; and the lower-layer passive plugging device is assembled, specifically, the lower-layer passive plugging device is fixed on the bottom sealing supporting plate through back pressure, and the passive plugging device is attached to the outer wall of the steel pipe pile.
