The concrete retarder comprises the following components by weight: 40-60 parts of zinc chloride, 3-5 parts of urea, 8-16 parts of slow-setting slow-release particles, and 5-15 parts of quick-setting slow-release particles. The preparation method comprises the following steps: S1, treating the slow-setting slow-release particles and the quick-setting slow-release particles with a pretreatment solution, pretreating the slow-setting slow-release particles for 1-2 times, and treating the quick-setting slow-release particles for 5-10 times; and and S2, uniformly mixing the treated slow-setting slow-release particles and quick-setting slow-release particles with other components in proportion. The concrete retarder has the advantage of regulating and controlling the concrete retarding time.
