The invention discloses an ironing plate and a paver. The ironing plate comprises an ironing plate frame, a bottom plate and a heating element, the bottom plate is fixed below the ironing plate framethrough a fastener; and the heating element is clamped and fixed between the bottom plate and the ironing plate frame. The heating elements are arranged between the bottom plate and the ironing plateframe, so that the heating elements are fully distributed on the whole bottom plate, and the rapidity and uniformity of heat transmission from the heating elements to the bottom plate are improved.
