The construction method includes the steps of dividing an 'undermined area' and a 'non-undermined area', constructing a temporary vertical enclosing structure, a temporary water stopping structure and a temporary vertical supporting structure of the 'non-undermined area', and constructing a temporary vertical enclosing structure at the junction of the 'undermined area' and the 'non-undermined area'; and carrying out earthwork excavation on the 'non-undermined area', constructing an underground permanent structure and a waterproof structure by adopting a reverse construction method, constructing a pilot tunnel after the upper soil body of the 'undermined area' is supported at the undermined position, constructing an underground permanent structure after the temporary vertical enclosing structure, the temporary water stopping structure and the temporary vertical supporting structure of the 'undermined area' are finished in the pilot tunnel, connecting the underground permanent structure with the permanent structure of the 'non-undermined area' into a whole, and carrying out construction under the support of the permanent structure until the underground permanent structure and the waterproof structure are completely completed.
