The invention discloses a stirring device which comprises a stirring tank, a drive device, a rotating shaft and stirring blades. A feeding inlet is formed above the stirring tank; a discharge hole isformed below the stirring tank; and the multiple stirring blades are arranged in the stirring tank. A sandy soil paving device comprises the stirring device, a walking device, a sand mining device, atransfusion device and a liquid storage tank, wherein the sand mining device, the transfusion device and the liquid storage tank are arranged on the walking device; one end of the transfusion device is connected with the liquid storage tank; and the other end of the transfusion device points to the inside of the stirring device or the feeding inlet of the stirring device. The stirring device provided by the invention adopts a shape with two small ends and a large middle part, so that materials can be fed and mixed materials can be discharged at the same time, a stirring effect is good, and theuniformity in stirring is obtained. The sandy soil paving device applying the stirring device can be used for picking up sand and paving sandy soil at the same time, a paved modified sand body is uniform, the pavement speed is fast, and the sand body can completely contact a modifier solution; and the equipment has a high mechanization degree.
