An electric heating film, a hollow round pipe, anouter wrapping core plate and a filter film are arranged in a conductive heating plastic drainage plate, a plurality of metal wires are arranged in the hollow round pipe, drainage holes are formed inthe hollow round pipe at equal intervals in the length direction, the metal wires are connected into a wire network according to the cathode and the anode of the drainage plate correspondingly, the wire network is located in a sealing coating and penetrates through a sealing ditch to be connected with a waterproof plug, the waterproof plug is connected with a direct-current power supply through awire, and the direct-current power supply is connected with an air energy generator through a wire; the conductive heating plastic drainage plate is arranged in soil of a soil body to be reinforced,a plurality of soil moisture measuring instruments and temperature sensors are arranged around the conductive heating plastic drainage plate, the hollow round pipe is connected with a horizontal filter pipe, and the horizontal filter pipe is connected with a vacuumizing device; and a pressurized dissolved solution pumping pipe is arranged in the center of four plastic drainage plates.
