The invention relates to a construction method for reinforcing a soft soil foundation through combination of strong drainage preloading and electroosmosis, which comprises the following construction steps: S1, a plurality of steel bars are buried into the soft soil foundation to be consolidated by 6 meters or below, the plurality of steel bars are used as positive electrodes of electroosmosis units, and negative electrodes of the electroosmosis units are arranged in transverse pipes and vertical pipes; s2, a high-pressure water pumping assembly is installed on the soft soil foundation to be treated; s3, electrifying the electroosmosis unit to enable the pore water around the steel bar serving as the anode to carry positive charges, and enabling the pore water with the positive charges to gradually flow to the cathode from the anode; and S4, the water collected in the water storage tank is pumped away, the water pumping pipe, the steel bar and the water absorption assembly are taken out, and holes left in the soft soil foundation are filled and tamped with gravel. According to the method, the reinforcing effect of the deep soil layer of the soft soil foundation is achieved by adopting the combined action of strong drainage pre-pressing and electroosmosis.
