The first lifting mechanism is mounted in a middle position of the bottom end in the first tube body, the second turnplate is mounted at one end of the first lifting mechanism, the first lifting handle is mounted in a middle position in the side, far away from the first tube body, of the second turnplate, the bearing plate is mounted at the top end of the first lifting mechanism, a second tube body is mounted in a middle position of the top of the bearing plate, a base is mounted at the bottom end of the first tube body, and a second lifting mechanism is mounted at the top end in the base. By mounting fixed claws in an equally spaced manner at the bottom end of the second lifting mechanism and matching the fixed claws with the base to form a bottom stabilizing structure, the device is provided with a bottom fixed structure, so that the stability of the device is improved, the tubular pile is prevented from collapsing and the safety of the tubular pile is further improved.
