The tool hanging plate can be used for placing tools and parts needed in the operation process, the cloth bag in the tool hanging plate can prevent various maintenance tools such as an insulating tape, and in the process that an operator slides forwards on a lifting rope andthe base as a whole, the situation that the tools fall off due to shaking is avoided; and the binding effect of the leg bandage on the leg is controlled by the elastic band adjusting buckle accordingto the width of the leg of an operator.
